Minutes of Pulham Market Parish Council Meeting
Held in the Meeting Room, Memorial Hall, at 7.30 pm

Apologies for absence: Cllr Ann Courtenay, Cllr Mike Newby, County Cllr Martin Wilby,
District Councillor Keith Tilcock
2. Present: Cllrs John Rudge (Chair), Ann Ford (Vice-Chair) Laurence Taylor , Judith Fumero,
Alison Schwier, Steve Falvey, and Claire Low, Clerk.

3: Magazine Report: The report will be written by Cllr Falvey
4: Appointment of Chairman and Vice Chairman and Declaration of Office
The clerk asked the Council if anyone wished to propose a new Chair and vice chair to the council. Cllr Ford proposed Cllr Rudge stay on as Chair. This was seconded by Cllr Taylor, all agreed and Cllr Rudge was happy to accept. Cllr Rudge proposed Cllr Ford stay on as vice chair, this was seconded by Cllr Taylor. All agreed and Cllr Ford was happy to accept but stressed that it was not her intention to stand as Chair when Cllr Rudge's term of office expired.
5: Confirmation/Appointment of Representatives to:
Playing Field Sub-committee: Claire Low and Cllr Mike Newby were happy to stay on the committee to be joined by Adrian Bell - Tennis Club, and Rob Hewitt - Beckvale Boys
. It was agreed to seek representation from other stakeholders and users (eg parents)
Semere Recreation Ground Trustees: Peter Blackburn and Cllr Fumero. Cllr Fumero happy to stay on the committe, clerk to write to Mr Blackburn to confirm.
Tenec Trust: Mrs Pauline Webb and Mr Frank Allen have been reappointed during 2010.
Planning Sub-committee: Cllrs Ford, Fumero and Newby all happy to stay on the planning committee.
School Governors Representative: report to be given by Cllr Ford
Burial Sub committee: currently
Peter Blackburn, Cllr Rudge, Fred Howard and Clerk . All will continue on the Burial Committee
Footpath Warden: Mrs Sue Hewitt. Clerk to confirm with Mrs Hewitt at the Annual Parish Meeting if she is happy to continue as footpath warden
Tree Warden: Cllr Falvey to work alongside Mr Peter Blackburn
Wind Turbine working group: Cllrs Newby, Fumero and Rudge to continue if the wind turbine group is needed in the future
Memorial Hall: Cllr Newby to report to the council on behalf of the Memorial Hall.
PAGE: Cllr Schwier is happy to join the PAGE committee.
6: Standing Orders: The following were considered: Placing of Council Contracts, Financial Transactions, Planning Applications, Meeting Times, Waste Recycling Plant Funds, Public Speaking at Meetings, Freedom of Information Act, IT and Security Systems,Length of Service for Chairperson.
The standing orders were briefly amended and
will be resent around to Councillors for persual before adoption at the next meeting in June.

Public Forum: A member of the public came to ask the councillors if they had made any
decisions on her planning application. The planning committee reported that they had looked
at the plans and fully supported the application. A resident enquired if there had been further information on the proposed development next to the school. Cllr Rudge explained that the application had been withdrawn, pending the results of a newt survey.
8: Minutes of last meeting of 13thApril 2010 were agreed. Proposed by Cllr Taylor and
seconded by Cllr Falvey

District Cllr Keith Tilcock: not in attendance
County Cllr Martin Wilby : not in attendance
10. Matters arising from Minutes:
a. Burial Ground update There is still no further news from Perfitts, re the assessment of the burial
ground.
Burial Committee to meet again and discuss the matter further.
b. Wind turbine update. A draft response letter to South Norfolk Council in reference to the planning
application had been circulated to Councillors
. This letter will be sent by the clerk
in the next couple of days.
c. Beckvale Boys: Cllrs Falvey and Newby had met with the Beckvale Boys Football Club earlier in
the month. Discussions on the possible new pavilion covered long term sustainability, potential negative impact on the Memorial Hall and parking issues. Outline plans have been sent to South Norfolk Council for comments, and they are waiting to hear back from Highways and Environmental. Mr Hewitt asked if the Council would support the development of these plans by funding the cost of approx £875 for the detailed planning application. Cllr Fumero proposed a sum of £1000 be made available, this was seconded by Cllr Falvey. All in favour.
d. Notice Board update.
A letter of thanks will be sent from the clerk to Jeff Brown for the
work he has done on the notice board
e. PAGE Cllr Rudge suggested a note should be
put in the parish magazine informing the public that
the council is looking for a new councillor and indicating the aspects that the job entails including
PAGE issues.
f. Street Lighting. Contract with Pearce and Kemp is now up for renewal.
Clerk to write to other
contractors, to get quotes for maintenance of the village street lights. Parishioners to be aware that
at this time problems with street lighting may not be dealt with as quickly as usual.
g. Parking around The Green: Parishioners must be aware that parking on The Green is not
private.
This message will be included in the magazine report and Cllr Schwier will speak to the resident who raised the matter.
h. Annual Parish Meeting (13.05.2010): Clerk reported that she has received some reports to be
read out at the meeting.
8. New Items.
a. Resignation of councillor - Cllr Rudge reported to the public that Cllr Pascall had resigned from the council. His resignation had been accepted and he had been thanked for all his hard work.
9: Accounts: The Council approved the income and expenditure accounts for the month of April 2010. Acceptance of the accounts was proposed by Cllr Fumero, and seconded by Cllr Newby.

In anticipation of changing the Council's bank account, the Clerk distributed forms to all Councillors for
completion and submission to Barclays Bank in Harleston with relevant identification documents by each Councillor individually.

Councillors agreed that a £50 grant be given to Pulham Village Orchestra. Unable to give more as the
recycling fund no longer receives regular monies.
A reply was sent to the member of public re the community poll for wind turbines.
The 'Safe in South Norfolk' posters had been placed on the PC and Memorial Hall notice boards.

The planning committee fully supported the application for Gresham Farm, Semere Green
11a Memorial Hall: nothing to report.
11b. School Governors: A new deputy head has been appointed, further details to follow.
12. Highways/ Footpaths/Trees. Clerk to write to Saffron Housing again, re the hedge on Julians Way and the lighting on the footpath between Bank Street and Falcon Road.
